Jessa Baker

Chair

Jessa Baker is the Chair of PilotLegis RPG and a member of the Board. She is the Chief Executive Officer at Levenfeld Pearlstein, where she brings a fresh perspective to strategic planning, finance, operational efficiency, governance and talent strategy.

Jessa was the Chief Operating Officer at Applegate & Thorne-Thomsen, another PilotLegis member firm, prior to joining Levenfeld Pearlstein. She has also advised law firms and their leaders in the United States, Caribbean and Latin America as a consultant with LawVision and Hildebrandt Baker Robbins.

Jessa holds a BS in Human and Organizational Development from Vanderbilt University, a JD from University of Wisconsin and an MBA from Northwestern University Kellogg School of Management.

Enrique Marinez

Vice Chair

Enrique is an experienced trial lawyer and advisor, representing clients in complex commercial litigation matters with a focus on commercial litigation, trade secrets misappropriations, product liability, fraudulent business practices claims under the California Unfair Business Practices Act, and real-estate disputes. He also advises insurers on denial of coverage suits and regularly defends insurance carriers in breach of contract, bad faith, and punitive damages cases. While Enrique is primarily a litigator, having tried more than 40 civil and criminal cases in his more than two decades of practice, he also serves as outside general counsel to corporations and family-owned companies, advising them on all aspects of their business, including employee issues and dispute resolution. Before joining Ropers Majeski, Enrique worked at the Los Angeles County Public Defender Office and the Monterey County Public Defender Office, where he honed his litigation and trial skills. His interest and knowledge of insurance litigation and business fraud matters date back to his time at law school when he was the research editor of Whittier Law Review. Enrique is a past president of the Association of Defense Counsel of Northern California and Nevada and is an active member of the Federation of Defense and Corporate Counsel and the Hispanic National Bar Association.

Tracy L. Kepler

Executive Director

Tracy L. Kepler is the former Director of Risk Control for CNA’s Lawyers’ Insurance Program. In this role, she led the lawyers’ professional liability team, was accountable for business results through delivery of risk control services and designed and developed content and distribution of risk control initiatives relevant to the practice of law. Tracy reviewed and directed the evaluation and assessment of loss exposures and the application of risk control policies, guidelines, regulations, and drove the resolution of risk control issues and problems. She also collaborated with the underwriting and claims teams to develop and execute strategies for the profitable growth of the program. Tracy lectured frequently at CNA-sponsored events and at state, local and international bar associations and national seminars hosted by industry-leading organizations. She also wrote articles focusing on law firm risk control and professional responsibility issues.

Prior to joining CNA, Tracy served as the Director of the American Bar Association’s Center for Professional Responsibility (CPR), providing national leadership in developing and interpreting standards and scholarly resources in legal and judicial ethics, professional regulation, professionalism, client protection, professional liability and attorney well-being. Ms. Kepler has nearly 20 years of experience in attorney regulation as she served as an Associate Solicitor in the Office of General Counsel for the U.S. Patent & Trademark Office (USPTO), where she concentrated her practice in the investigation, prosecution and appeal of patent/trademark practitioner disciplinary matters before the Agency, U.S. District Courts and Federal Circuit, provided policy advice on ethics and discipline related matters to senior management, and drafted and revised Agency regulations. She also served as Senior Litigation Counsel for the Illinois Attorney Registration and Disciplinary Commission (ARDC), where she investigated and prosecuted cases of attorney misconduct.

Ms. Kepler has served in various volunteer capacities, including as President, on the Board of the National Organization of Bar Counsel (NOBC), a non-profit organization of legal professionals whose members enforce ethics rules that regulate the professional conduct of lawyers who practice law in the United States and abroad and as the current Treasurer of the Association of Professional Responsibility Lawyers, the country’s leading bar association for legal ethicists and professional responsibility lawyers. Ms. Kepler is currently an Adjunct Professor at American University’s Washington College of Law, Georgetown University Law Center and Loyola School of Law (Chicago) teaching Legal Ethics. Committed to the promotion and encouragement of professional responsibility and attorney well-being throughout her career, Ms. Kepler has served on the ABA’s Commission on Lawyers Assistance Programs, is a Board Member of the Mindfulness in Law Society, the Chair of the ABA IPL Section’s Attorney Well-Being Action Task Force and a Commissioner on the International Bar Association’s Professional Wellbeing Commission. She is a graduate of Northwestern University in Evanston, Illinois, and received her law degree from New England School of Law in Boston, Massachusetts.

Chester White

Managing Director

Chester D. White is a Managing Director working in New York City for Aon’s Professional Services Group. His exclusive focus since 2006 has been advising and representing mid-sized and large law firms on insurance and risk management issues. Prior to that, Mr. White worked in the general property casualty industry as a broker. He has attained the RPLU and ARM designations.

Brandon Martin

Assistant Vice President

Brandon Martin joined PilotLegis in 2017, bringing a strong communications background and a passion for member-focused service to the organization. He holds a Bachelor’s Degree in Communications from the University of North Carolina at Greensboro, where he gained the foundational skills that support his strategic and operational leadership at PilotLegis.

Brandon oversees PilotLegis’ marketing and social media presence, ensuring that the organization’s brand, voice, and messaging remain clear, consistent, and engaging both internally and in the market. Alongside Pilot’s Risk Management Committee, he also leads member programming and events, developing and executing initiatives that deliver meaningful value to Pilot’s member firms.

Brandon’s passion for internal processes and strategies help support the organization’s growth and day-to-day operations, including CLE management, strategic planning for Pilot committee engagement, as well as member risk reviews. He additionally collaborates with Aon’s Broking and Prospecting team to promote member growth, optimize process flow, and enhance overall operational alignment between Aon and Pilot.
